Basically in Dresden, spells have a certain level of power to them. Magic is generally cast in a language utterly unfamiliar with the caster because it can potentially fry his or her brains or worse. This unfamiliarity with a language acts as an insulation. However when a caster speaks those words too often too that insulation starts to fray, bend and melt away risking death to cast the spell if it is cast too often. You can cast another spell right after that, but if it's the -same- spell you start to run into potential issues. (encounters)
In addition.
Some spells are weak enough, and don't have enough magical feedback however that you can cast them as often as you like. (At wills) and some spells just take long enough to cast, that the feedback that is not an all at once lethal dose (Rituals) some spells are so powerful that they can only be cast once every six hours each due to how quickly and powerfully they eat away the "insulation" due to the massive amount of feedback and ambient energy required to do them.
